Normal would be in theme of WordPress, Custom pages (custom template page) Appear to Pages -> Add New -> Attributes (somewhere on the right) -> template.
Although personalized pages were in place, with all the good, function template block Attributes refuse to appear.
Solution:
Apparance -> Themes -> Activate (WordPress Default Theme) -> reactivated topic blog -> Pages -> Add New / Edit.
Perhaps it is a bugs the version WordPress 2.8. * ...
